Given that Missouri Governor Mike Kohoe is technically in charge of the Kansas City Police Department (KCPD) by law, I’d say he has a good chance of making some real changes. Mayor “Q-Ball” Lucas used his control over 20% of the KCPD’s budget to push for a softer approach to crime. But only the Guv can fire and hire at the KCPD. Meanwhile, the previous Governor Mike Parson was absent when it came to addressing crime and basically allowed Q-Ball social engineering experiment to continue. There’s reason to be hopeful, but real progress will require more than just one person. It’ll take significant community involvement and can’t just be another superficial "catch and release" effort like past politicians have done for appearances.
